Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect by armed non-State actors (ANSAs) for international humanitarian norms in armed conflict and other situations of violence, in particular those related to the protection of civilians. Geneva Call is currently focusing its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict and working towards the elimination of gender discrimination.

Geneva Call also responds to requests from ANSAs to help build their knowledge of, and capacities to implement international humanitarian norms, such as through providing training and technical advice. In addition, the organization may also provide other assistance and services within communities where ANSAs operate.

Appel de Genève/Geneva Call is a private, not-for-profit humanitarian organization founded in 1998 under Swiss law.


Under the supervision of the Director of Administration and Finance and the HR Officer HQ (Head Quarter), the admin and HR Officer Field will provide HR, administrative, training and strategic support to the department in the field.

Core Responsibilities:

  • Being responsible for the recruitment system and training:

Supervise recruitment in the field to ensure HR gaps are filled in a timely fashion (job evaluations and job analyses, job descriptions, advertisement of positions, reference checks, sends offers, and all related recruitment tasks) Prepare contracts of employment and monitor all contracts in the field. Liaise with the departments to draft the contract of mandate and review it in accordance with internal rules. Develop and implement proper deployment of training on site. Train Field employee recruitment processes and tools.
  • Being responsible for employee development

Identify field HR risk and Implement Internal controls to mitigate the risks in line with HR HQ (Headquarter). The audit related to HR in the field. Develop and administer internal health and safety program training. Manage HR performance and development in the field. Implement a succession plan.  
  • Being responsible for administration

Train and help managers in all administrative aspects of Geneva Call in the field. Support manager decisions and ensure the application of policies & rules in line with HQ. Submit reports and supervise the correct return of the information. Support implementation Tools (especially the accounting and finance tools) Maintain and update staff personal files with the HR HQ. Ensure good practice in administrative management is implemented in the field.
  • Being responsible for human resource management
Develop and manage Geneva Call’s HR policy in line with GC HQ. Develop HR payroll coherence between countries & regions in the field. Work with Heads of Mission to manage complaints and the feedback mechanism. Develop and submit all HR related reports.
  • Additional Responsibilities:

Lead and ensure a transparent hiring process for any new opening. Coordinate with other staff and develop job offers/contracts. Develop and update the HR database, and regularly report to Regional Directors, Heads of Mission and HQ. Make sure staff performance appraisals are done and recorded in personal files. Coordinate with local health insurance providers and assist staff in times of need. Develop and manage feedback and complaint mechanism, report all complaint. Train field employees on the Admin/HR/finance tool when required. Coordinate with the Finance Officer on administration/HR related tasks. Coordinate with programme staff on admin/HR reporting. Any other tasks related to the development of Geneva Call in HR.

Main Qualifications

  • Strong entrepreneurial/self-starter spirit
  • Willing to travel to foreign cou0ntries with unstable political situation
  • Minimum 5 years’ experience in HR or equivalent experience
  • Min 2 years’ operational experience in Field
  • Experience in an NGO
  • Experience in training delivery
  • IT Tools (MS Office, Excel, Reporting tools);
  • Human Resource Management tools;
  • HR Management diploma with a Bachelor Degree or equivalent
  • Certification or very good experience in training delivery
  • English and French fluency

  Nice to have

  • Accounting, Finance and Office administration knowledge are a strong plus
  • Experience in administration of HR in the field
  • Knowledge of the software Navision or other ERP and office tools desirable
  • Arabic knowledge
  • Swiss HR knowledge
